### Summary
This position is located in a district office of the Office of Field Operations (OFO), Regulatory Operations. The district office is responsible for the overall management of an inspection and enforcement program involving meat, poultry, and egg products in one or several states. The incumbent serves as the main support person to the District Manager and Deputy District managers.

### Responsibilities
Coordinates and supervises subordinate administrative support staff to ensure customer service to the field, and administrative activities are managed, routed and completed accurately and timely.
Serve as a technical consultant and administrative adviser to the senior managers in the district.
Develop, document, and maintain the district's organizational structure, human resources utilization, work methods and procedures.
Make major decisions concerning budget, making purchases, compiling, tracking, and updating expenditure information using financial data systems.
Analyze expenditure and obligation information to determine to ascertain the adequacy of available funds for periodic reports.

### Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
**Time in grade:**
Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.)
**For the GS-13 level:** Applicants must have one year of specialized experience (equivalent to the GS-12 level) that resume demonstrates at least one year of specialized experience equivalent to the GS-12 level to include: The ability to lead and supervise an administrative team to achieve an organizations administrative requirements;
**AND**
at least 4 of the following 5 areas:
* Developing, analyzing, or evaluating operating strategies for the placement and use of personnel;
* developing, analyzing, or evaluating operating guidelines for the financial management of an organization;
* Responsibility for developing and executing an annual budget that includes projecting staffing levels;
* recruiting, interviewing, hiring, and maintaining a workforce;
* Providing expert advice and guidance to an organizations key leadership on federal personnel, resource, and fiscal management to include effective, efficient, and regulatorily correct options and recommendations concerning personnel, resource, and budgetary management.
